At the Library of the New Watchers' Council

The central room of the library is a vast round vaulted space lined with floor-to-ceiling bookshelves. It's not quite high enough to necessitate a catwalk, but the wheeled ladder is definitely necessary.

Aside from a girl with a clipboard and a wheeled cart stacked with books, scanning the shelves about a third of the way around the room, the place appears to be empty.
